Asbestos in New Zealand homes built before 2000

WorkSafe's line is 1 January 2000: a New Zealand home built before that date may contain asbestos materials. The asbestos regulations use the same date for demolition and refurbishment duties (reg 19). Age alone proves nothing — only a laboratory test on a sample confirms whether a specific material contains asbestos.

The short version

  • 1 January 2000 is the date WorkSafe and reg 19 both use. Before it, assume asbestos may be present until a test says otherwise.
  • Asbestos in NZ homes shows up in textured ceilings, wall panels, vinyl and lino, roof sheeting, gutters and downpipes, insulation, switchboards and fencing.
  • Undamaged, undisturbed material in good condition is generally left alone. Damage and disturbance are what release fibres.
  • There is no reliable visual test. A sample analysed by an accredited laboratory is the only confirmation.
  • We publish no decade-by-decade probabilities, because we could not source them.

Why 1 January 2000

Two things point at the same date. WorkSafe's homeowner guidance says a home built before 1 January 2000 may contain some asbestos materials (WorkSafe, Asbestos in the home). And the Health and Safety at Work (Asbestos) Regulations 2016 hang the demolition and refurbishment duties on structures built before that date (reg 19).

You will still see 1980 and 1990 quoted around the internet, including on the previous version of this site. We have dropped those: the sourced date is 1 January 2000, and using an earlier one lets people assume a 1990s house is clear when it may not be.

Where it turns up in a New Zealand house

WorkSafe's list of places asbestos was used in homes covers most of what a renovation runs into:

  • Textured or stipple ceilings
  • Wall panels and linings, including in wet areas
  • Vinyl and lino floor coverings, and the backing and adhesive under them
  • Roof sheeting, ridge capping, gutters, downpipes and soffits
  • Insulation, including around pipes and hot-water systems
  • Electrical switchboards and meter boards
  • Fences and outbuildings, including sheds and garages

Age and location tell you where to look. They never tell you whether a particular sheet contains asbestos. Only the laboratory answers that.

What to leave alone

Non-friable asbestos in good condition, undamaged and undisturbed, is generally managed where it is rather than ripped out. Fibres are released when material is broken, drilled, sanded, water-blasted, cut or knocked about. That is the difference between a wall you live with and a wall you should not touch.

If you find material that is cracked, crumbling, flaking or water-damaged, keep people away from it and have it assessed before anything else happens on site.

What is worth testing

Test what you are about to disturb, not the whole house. The material coming off in your renovation, the ceiling you want to re-line, the cladding a builder is about to cut, the vinyl you are lifting. A test costs $249 including GST for a surveyor visit and one sample analysed by an IANZ-accredited laboratory, and $85 for each extra sample taken at the same visit.

If you are buying, renovating or letting a whole building rather than dealing with one material, an asbestos survey is the tool for that job.

If it comes back positive

A positive result is not an emergency in itself. What matters next is the quantity and whether the material is friable, because that decides who may legally remove it: friable means Class A (reg 54), more than 10 m² of non-friable means Class B or A (reg 56). What year did New Zealand houses stop containing asbestos?

WorkSafe uses 1 January 2000: homes built before that date may contain asbestos materials, and the asbestos regulations use the same date for demolition and refurbishment duties (reg 19). A house built after it is much less likely to contain asbestos, but only a test confirms any specific material.

Do all pre-2000 New Zealand homes contain asbestos?

No. Many do not. We do not publish a percentage or decade-by-decade probabilities, because we could not source reliable New Zealand figures for them. Test the material you are about to disturb.

Is a textured ceiling always asbestos?

No. Textured ceilings are one of the places asbestos was used in New Zealand homes, which is why they are commonly tested before being disturbed, but the material has to be sampled and analysed to know.

Is asbestos in my house dangerous right now?

We will not make a judgement about a specific home from a distance. In general, non-friable material in good condition that is not being disturbed is managed in place; damaged or friable material is the concern. Have it assessed rather than guessing.
